is it simply a matter of layering a color tone with a specific blend mode?

There's a few different methods you could use to color an image. This pic has a very warm feel to it so try the Photo Filter option under Image -> Adjustments. Otherwise I like to use Gradient Maps or Selective Color adjustment layers with different blend modes.

Google - cs6 actions - split toning. I'm pretty sure you can find an action that can give you that effect for free....

Exactly.

Do you have an example of the image you're trying to achieve this look for? The color palette and lighting you have in your original image is going to determine the best method for achieving the look you want.

Some Color Layers and Vignette at the end .. nothing special here. To the center a little gradiant for the "sun" effect .. than blend with color tone and color.
