It won't last the freedom of speech Judicial test.  They tried very unsuccessfully to ban anonymous remailers back in 94-95, and passed the bill in a similar manner, but it was shot down by the judiciary.

does it only count on american sites? Its hard to govern rules on the net seeing as its not one nationality.

As many discussions on here have pointed out, websites are privately owned, thus the freedom of speech laws don`t have effect on sites. Just like in your own home, you can tell people what not to say/discuss in your home.

Yes a website is privately owned, however freedom of speech laws *do* apply as far as government censorship is concerned.

A website owner is allowed to tell someone not to say something or do something, the government on the other hand has no legal way to enforce what that website owner asks his users to do or not to do.
