find a cool location and shoot thats all you need. fancy clouds seem to be added from another shot. rest is just basic adjustments.

looks like desaturation and hue changes and maybe s curve for pop? just guesing here doesnt look too hard though

it seems like it might be HDR. for color, de saturate completely. then open up color balance And add some red and yellow on shadows.

Who's to say the camera (digital) was set in b/w mode, orange filter used and a selemium tone filter added in PS.
Would count as digital art or not ?

Art...keep an open and inquisitive mind especially when the forum is speculating as to the method used to achive the image.

As the op has stated 'Techniquies to do this...'
