pk theres the link . as you can see this is pretty hot  and I'd love to figure this out.  so please if anyone has any ideas lets discuss this , if theres any tutorials that might lead us down the right road lets see those.

and please dont respond if all you have to say is

why would you want to

or other dribble like that

I think Steven hit it on the head but there are ways to do this in PS.

You could duplicate the image... put a horizontal motion blur on it and soft mask it into the areas  you want blurred.  But looking at the picture, it looks like you'd have to soft select certain parts of the main image for blur... create it's own layer.. mask.. and repeat numerous times.

I've never tried it but I think you could probably get something similar.

hotlights vs led, or maybe gelled lights or even florescent tubes with gels.  try hotlights for backlights, maybe a bright flashlight with a color gel for the front painting.  Depending on how bright a hotlight you may use a small flashlight or a large 1million candlewatt light.

The hair in the 2nd image is awfully sharp for a long exposure.

rear curtain strobe painting at the end works for that one nicely.

I'm going with Melissa on this one... Motion Blur, several different layers set to different layer settings (overlay, darken, exc...) with different areas masked in to taste.

Not a long exposure, it was PS work. The exif is intact and it says 1/250.
