How hard is it to make a non-complex text flash?
How much do people charge for this?

There is no such thing as "hard". If you know how, it's only a matter of time. The right question would be "how long". Also it would answer your second question. Depends on how much person charge per hour.

Call a company who does flash design, explain what you need and ask for a fee.

Then go to craiglist compare to existing bids.

Go to x and repeat

Be aware that Flash does not work on some devices. Android 4.1 has issues, as do many of Apple's iOS systems (Memory hog according to Apple) so many of their pads won't accept it.

I'd put it in the "Not recommended" state if you are trying to do some design with it.  Can be annoying if one cannot see it.

If youre only doing some simple text or logo...an animated gif might also be capable of providing text animation...been around forever...accepted everywhere.

I have a simple animated text gif in my profile and then a very hi res color gif of photographic images 1/2 way down.

I considered flash too... but realized that Steve Jobs wanted to wound Adobe... and the demonization of Flash...Adobe's flagship format...was the target.  I think Flash has taken a big hit in acceptable use.  Many of my associates are now shying away from flash.

If all you want is to make the text flash on and off or flash in different colors, it can be done using plain HTML and CSS.

Version 5 of the HTML specification and version 3 of the CSS specification allows for transitions and animations. You can put these transitions on an infinite loop so that it keeps flashing on a web page.
