Normally I would call upon John Fisher for advice but alas he is no longer :-(.

Please point me to expert advice on best route to get person from Philippines to the US for first time.
Duration to be determined based on performance of talent.

No test shoot yet so don't know if talent will work out long term.
Decision making under circumstances of uncertainty.

Go to the US Embassy in Manila for the interview.

Also having a visa is no guarantee the the Philippine Government will let a Filipino out of the country.
They have to do an exit interview and pay a large fee to leave.

if you're supposed to be working with this person, tourist and student visas do not apply, they need a work visa (yes, even for "trade".) If they're a model this should be dealt with through their agency, if they don't have one its like 10000000000% unlikely they'll get a work visa. In order to get work visas in NA you typically have to prove that you do something no other person of that country can possibly replace you for, you often need the company that wants to hire you already lined up (you cant go "I wanna go to america to become a doctor - a specific hospital has to already be 100% committed to hiring you and basically promise that they will if your visa is accepted, sometimes they have to prove that they tried to hire someone nationwide and could not so it HAS to be you, and if you do not go work for them or you quit/get fired your visa is revoked, they're usually extremely conditional)

Student visas can be equally restrictive, you don't just say you want one and get it.

If you're looking for advice on what's actually legal. Of course handfuls and handfuls of people just come on tourist visas and lie their asses off. If they're gonna do that they need credible simple backstories on how they know their US host and why they're coming, the address they're staying, prove they have enough money to support their stay, already have their ticket booked to go home, show there are substantial reasons for them to get on that plane and not just slip through the cracks in the states once they get there, and be leaving in a reasonable amount of time. If leaving within 6 months isn't the goal then refer back to the first point

Not sure how the new adminstration affects the H1 visa now.  I have hired more than a dozen foreign grads thru H1B visa over the years. It is really easy and take about 1 month to get it done. The cost is not bad ,  about $10k for the lawyer fee.  Using head hunter will cost me more.  The lawyer know all the tricks to get it done.  If the new hire is any good, we apply green card for them in two years.  Just got no choice if you cant find qualified individuals in the States.   

I assume that you can't find any qualified models that have the looks you want and willing to pose the way you dictate. 

I also know of a few retired captains.  They shipped their mail order brides to Cayman island.  If he likes her, will marry her and promise her to bring her family into the States.  Not try to make any judgement, but seeing a 70's man holding hands with ac20 yrs girl on the street is a kind gross.  But for him it is well worth it even it is just for 3 to 5 years marriage. the marriage.  I guess the sex and companionship must be great For the old man.

More than you are willing to pay!!!

US government is not going to issue someone a student visa without proof funding, acceptance letter from an accredited university and etc.  Coming in to the States for massage school is not going to cut it. big_smile

CBP knows all the tricks what people can pull.

Tuition, for starters. You have to actually be and STAY a student.

You don't just GET random visas for whatever you feel like, they're not items you just purchase. You don't come on a student visa if you actually plan to work, you get a WORK visa (and models generally don't because we have enough of those already)

There is no malfeasance involved here. It's that the parties involved may have multiple intents.
Analogy: a person can be a parents and also a spouse. Nothing illegal, immoral or unethical.
However, in this case individual may want to pick category--student and actually be a student.
How much does it cost--"more than you can afford" is not a valid answer!

That's not how visas work.

You get a student visa.. then you're a student.  If you want to work.. you need a work visa. You don't get to be both with one visa.

Getting a student visa doesn't automatically entitle one to be able to whatever work (job) they want in the USA.  During the first year you can accept some on-campus work and after that you can do certain kinds of work (usually related to your field of study)

One needs to be accepted into an educational institution prior to applying for the visa.

One needs to show that they have enough money to support themselves for the entire course of study (ie. can you pay for all the food and housing and tuition and books for your entire 4 years of study or however long it is).

Models who try to enter the USA on a tourist visa with the intention of working as models can be turned away and barred from entering the USA for a number of years (I think it's 5.. maybe 7).  I've known a couple who have had this happen to them.
