I often encounter the problem around the forehead where the texture causes very bright spots and much darker spots close together around the forehead. I usually just dodge and burn all of this but its very time consuming. I was wondering if anyone else had a technique for dealing with this. Thanks!

if you use photoshop maybe it can be fixed with shadows/highlights

Neither of the above. Use the stamp clone tool at lighten and darken mode. For very sharp detailed white spots the healing brush can be quick and retains proximity better than the clone tool.

+1 heal or clone on lighten an a new layer blur and adjust opacity.

Healing brush in the high pass layer, set to lighten/darken mode works really well too, have to be careful though.
