I've received 0 casting offers so far, and try and keep my availability up to date.
What else do I need to be doing?

Welcome to the Mayhem hienvy

Good ways to network are:

Post an availability notice letting people know that you are available (under the casting/travel tab). This is for when you want to charge money. You can offer trade as well.

Search for Casting Calls in your area based on criteria you select. Post a Casting Call letting people know about an idea you have and want to put into a work of art. This is for when you are willing to pay other people. You can offer trade as well.

Search or Post Casting Calls and Travel/Availability Notices
Official Casting Call Rules - Read
Find the talent and resources you need on Model Mayhem

Browse for photographers in your area and leave comments on images you like, send a friend request or message. Start a list of photographer's photos that you think are top notch for photographers in your area. This can become something of a Rolodex. Make sure that you select the Advanced Options and select an appropriate Logged in within:. I typically use 30 days, but you may want people who respond faster. Otherwise you will get photographers who haven't logged in in over a year. There are a lot of inactive accounts.

Make an announcemnet. Look on the front page for members offering comments for comments, and comment on their photos. Also make an announcement yourself.

Post a bulletin by going to My stuff > bulletins. Friends can see the bulletins you post.

Be active in the forums, but avoid trolls who start threads just to watch the ensuing flame war. Avoid threads that beat the deadhorse over GWC's, flakes, escorts, ..., etc. Make positive constructive comments. Whenever you get published, add some new photos, or accomplish anything in general, post an announcement in the Accomplishments, Achievements and High Fives forum.

Share your other accounts on the Social Media User Name Sharing Thread.

Rinse and repeat.

Good luck in your search!

It's really tough but you have to keep at it and keep putting in your bid for casting calls that appeal to you. If they say they won't be using you you might ask the reason and adjust as needed.

Post in the Critique Forum and be sure to state which casting calls you've been applying to (beauty, glam, fashion, creative, etc.) and what you want to be doing.

Good luck!

Good advice above, but please note, the 3rd list has a new address: https://www.modelmayhem.com/po.php?thread_id=927266 where you can ask for a portfolio review (often less harsh and more helpful than you'll find in the critique forum) and/or look for a mentor in your community.  Another place to look for one-on-one help is The Big Buddy list right at the head of the Newbie Forum (https://www.modelmayhem.com/po.php?thread_id=923164).  Both are volunteer member-to-member projects conducted by the members themselves.

Off MM, I've gotten work (both acting and modeling work) from casting notices on both http://www.actorsaccess.com/ and http://www.castingnetworks.com/ in case you're not familiar with those services.  Casting Networks works on a monthly fee basis whereas with Actors Access you can choose to pay either a per submission fee or an annual fee that allows unlimited submissions.  Neither is in any way related to Model Mayhem.

I'm sure you're aware (or becoming so) that MM is really a networking resource for most of us rather than a place to find paid work and this is even more true for male models than for female.  It's just the reality of the market place.  On the other hand, the relationships you build with forum participation, TF work, etc. can often lead to referrals and "out-of-the-blue" opportunities down the road.

Good luck and keep plugging away!

Keep putting in your bid to local casting calls and look out for meetups in your area.

If I were you I'd search the castings in and around San Diego and respond to those you'd like.

In your OP, I'm not sure what you mean by "received 0 casting offers." You can put up an Availability Notice and hope for someone to respond, but otherwise it is you doing the work.

Also, much very good advice from those who posted above.

Yes. Compete with the other hundreds of thousands of models/actors in the greater LA market - especially over the established agency and agent represented ones. They may be just waiting around instead of hustling very hard at it.

Research your market. Who are the clients? Who are the power brokers? What are they doing to get noticed?

Also make sure it says that in your profile, that you are wanting to be cast as an actor and perhaps consider posting rates?
