I understand you have to find an agency, but I do not know where to start.  Finding an agency in London they all seem to require 5ft 8.

Modeling agencies that take short models are usually there to take short model's money. The fashion industry standard is usually 5'7" - 5'8" to 5'10". Do some checking before signing up.

I think when you're below agency standards for whatever what you need to do is send a comp card, instead of applying online or sending in mediocre pictures. Get experience before you start applying, find your look and niche. Whether it be commercial, fashion, beauty...whatever. Agencies do make exceptions, they don't flaunt it but they do, but you've got to be worth making an exception for. An important aspect of modeling isn't just the requirements but having a unique look. They need to think they can book you work, despite your height.

They certainly take models 5ft 6" and they are one of the most reputable agencies. There are a number of models here who are with them.
