Russian from the looks of it. Check the tutorials link on his website, can buy the actions. $179 per is a bit steep for what it is though. Just heavy smoothing and colored layers, nothing really special about the retouching..the models are what makes it so interesting, obviously.

The heavy detailed stuff is Heavy dodge and burn + blue channel technique on the 50 cent image

Looks like he used the "smudging" technique a lot of people do.  I've never done it but it can make for some cool imagery.  You can Google it and get some tutorials.

Read the link - those are paintings.

The commercial work, isn't using an special techniques.

First, there's compositing going on, like Dave Hill.

Second, he's shooting at very narrow apertures - his DoF is way bigger than what you see on MM.

Third he's narrowed the dynamic range in the way pretty much everyone does now - there are no true blacks or whites. He's doing it very gently and with smooth transitions.

He's probably got each color on its own layer so he can really dial it in and make it uniform.

Some of those bikinis look totally fake. He may even be adding hand painted elements.

Yep, Once I see the larger images, it shows. Though it's not just Topaz alone, there are other techniques involved. Topaz definitely a part of it.

I'm pretty sure I see tone mapping here, BUT, with tone mapping, and at least three RAW conversions, at different exposure settings, you can accomplish this, and any other look you desire, (with the right techniques). Photoshop, curves adjustments, etc., can, (and should, in my opinion), all be incorporated into every final image. There may be a "push button" way to achieve this look, but I wouldn't recommend it - you would lack the control over the histogram, (the tonality).

Looks a lot like Joel Grimes 'Edgy' HDR look.

Even Joel is moving away from that as it has already had its 5 year run.

They look like 'paintovers' to me.

Also the lines are lighting gradient iso-lines. You can get those with the Alien Skin Eye Candy 'Swirl' effect.

What separates that work from most... is the high skill level of digital painting, done with the brush tool in PS.
