Start with browse. Send all the photographers a friend request. Look at their portfolios and leave comments on photos you like.

Being 16 is going to make it more difficult. Some photographers just don't want to deal with the legal problems of releases with minors.

Next is casting/travel. Post an availability notice. Be willing to travel.

Next is forums. Search the forums for topics you are interested in. Other people have the same problems you do.

Be patient, Rome wasn't built in a day. It will takes months to start getting friends, and years to build a solid network.
