What exactly does a tear sheat include on it and what are some other options as far as those go to send out to potential clients, galleries, ect..?? and some good places to go either online or in Southern Ca. I know about a few places just seeing what everyone recomends.

A tear sheet is basically a sheet you tore out of a magazine or publication of work you have had published. That simple. It basically is the best way to show experience, a sheet from the actual publication you had your work in or if you are a model that you posed for.
