Hi,
  I'd like to find an image editing program that will allow me to blur only certain elements of my images & won't cost an arm & a leg like Photoshop does.

Nevermind. I just figured out how to do it with the image editing software that came with my camera.

elements is great i used it for years, then moved to photoshop, still miss some of the features that it had.

You do mean Photoshop Elements, right?  What could it do that PS can't?  What versions were/are you using?

Elements has some simplified screens that take control away from the user, but make it easier for a novice...

it had a neat little area for changing the hue/color of an image, the screen would show six versions of your image, i think, and you could add red, blue etc to color balance or distort, it was kind of neat, that was elements 2, i now use cs

Serif makes older versions of their software available for free.

PhotoPlus 6 is actually quite good. Not PhotoShop, but quite good anyway.
