Note: T.H.E. Artist Agency states that " Professional photographs are not required for submission."
You would be best advised to Ignore any photographer who tries to sell you their services by stating only "Professional" imagery will assure you any chance of becoming a "Model"   

The actual reality is either you have what an agencies clients are looking for or you don't.
They need to see you in person... Keep in mind that a beauty pageant smile and a charismatic personality go a long ways to making a good first impression when you meet with an agency rep...

btw, I collaborate with many of T.H.E. Artist Agency models... They are without exception superb, highly skilled and a joy to work with... enough said.
