"Report on the Department of Justice and the Rule of Law Under the Tenure of Attorney General William Barr"

On the 12th of October 2020, a cooperative report was released by two non partisan organizations concerned with ethics in government on trump's Department of Justice under Barr.  It doesn't look pretty and I am sure that will not be a surprise to anyone. 

Executive Summary starting on page 6.
Introduction page 15
Historical Content beginning page 20

After the Constitutional Crisis caused by Nixon, Levi and Bell stepped up to reform the DOJ.  (Section 4, page 20 of the report.)

"Nothing can more weaken the quality of life or more imperil the realization of the goals we all hold dear than our failure to make clear by words and deed that our "law is not an instrument of partisan purpose, and it not to be used in ways which are careless to the higher values which are within all of us."  This was, not long ago, an American ideal.  The Executive Summary gives us a synopsis of how far we have fallen in the principal that the United States of American is a nation of laws, not of men.

Because who wouldn't leave with only four weeks to go and so many bogus lawsuits and investigations and pardons to deal with. Let Rudy do it.

Imagine how sleazy you have to be to last all four years.

SLIGHTLY CONDENSED "GENERAL FINDINGS" from the executive summary
------------------------------------------------------------------------------

General Findings:

1.Mr.  Barr  appears  to  embrace  an  autocratic  view  of  the  power  of  the  executive  branch,  specifically presidential power, and he views his own extensive authority as flowing from this nearly unbounded view of presidential power. This authoritarian worldview limits the degree to which Mr. Barr regards himself as bound by the rule of law and makes him see himself  as  entitled  to  ignore  the  laws,  ethics  and  historical  practices  that  have  helped  to  ensure that the work of the Department is in line with the values of a democratic nation.

2.[...]There  is  no  evidence that Mr. Barr seeks to constrain the operations of the DOJ in accordance with a view of law as a limiting principle on its authority.[...]

3.The Working Group came to the reluctant conclusion that Mr. Barr is using the powers of the DOJ  as  a  vehicle  for  supporting  the  political  objectives  of  President  Donald  Trump. [...]

4.The  Working  Group  identified  recent  developments  at  the  Department  of  Justice  as  an  extreme departure from the reform agenda implemented by Attorneys General Ed Levi and Griffin Bell in the 1970’s, [...]The DOJ appears to have transitioned from a  department  that  regarded  itself  as  bound  by  the  law  to  a  department  that  treats adherence to law as optional, and moreover as one that uses law for political ends. Using law as a weapon against political enemies poses a lasting threat not only to the integrity of the Department of Justice, but also a threat to the rule of law itself.

5.A consistent theme of the Working Group’s findings was that Mr. Barr could not be trusted to represent the work of the department accurately, and that there are consistent problems of  veracity  in  Mr.  Barr’s  public  statements  and  representations.[...] 

6.The Working Group found that in several different areas, the actions of the DOJ under Mr.Barr  compromised  U.S.  national  security  and  increased  risks  to  U.S.  national  interests  relative to foreign and domestic enemies. As with the Working Group’s other findings, the clear picture emerged that Mr. Barr was more interested in supporting the president’s re-election  bid  and  supporting  his  general  wishes  than  in  protecting  the  interests  of  U.S.  national security.

Here’s a gem from the report: (page 72)

“a. Veracity of Attorney General Barr
Attorney General Barr displays a tenuous relationship with the truth.“

Barr submitted a written response to the Senate about any past military registration. (I believe this is submitted under penalty of perjury.) Here’s the question and his response:

“7. Military Service and Draft Status: Identify any service in the U.S. Military, including dates of service, branch of service, rank or rate, serial number (if different from social security number) and type of discharge received, and whether you have registered for selective service.

I have not served in the U.S. Military. I was born in 1950 and was not required to register for selective service.”

Barr turned 18 in 1968-the height of the Vietnam War. Registration was mandatory. Remember draft cards? In fact Barr did register when he turned 18 and received deferments. He lied and tried to cover up his deferments. Bone spurs?
