Not oil... lol.

Good body paint. Water or alcohol based liquid or from a pan like giant watercolors.

Each way will give a slightly different finish.

From the shine, I'd lean towards unpowdered alcohol and an airbrush. (some brands of alcohol body paint have more shine than others).

Alcohol body paint will also have FAR less skin transfer to the face.

I hand painted mine with Ben Nye Pro Clown series- Black. Try a theatrical store or online order it. It ruined my brushes tho

Airbrush makeup with high opacity, or a good grease paint will do. In either case, you can top it either with glycerin or jojoba oil to get the shine effect you're going for. Johnsons' Baby Oil Gel works well too.

If you're working with an alcohol-based airbrush makeup, it's never a good idea to spray directly on the skin of the face, especially in the eye area. Make sure there's some sort of barrier on the skin first, whether this a full-on fx-grade barrier cream like Aqua Cream or another foundation (at the very least), it's a necessary step to prevent irritation both from application and/or removal.

The ones in my port were done using water-based liquid paint, both brushed on and airbrushed on.  I used a grease paint on top in some areas for more shine -- I also used a silver on top as well to highlight.

Liquid latex?

Both the OP example and the one above are liquid latex. Above is poured on-- the arm in the OP's is painted on. Just start with a thin layer and make sure the model doesn't move until it sets. It will not transfer and is super fun to peel off!
