Can anyone suggest wireless triggers that fall between the cheap Cactus-type units and the pricey PW's?

Ideally, the price would be around $100 to $150.

Requirements:

1 shoe-mount transmitter and 2 receivers.

Receivers must not require 120 VAC (Ruling out the Paul Buff units)

Shoe-mount transmitter.

Ability to trigger PW receiver in group shoot environment (May be impossible with non-PW unit)

Another requirement would be that the transmitter would work with an L-358 light meter's PC connection.

I have a shoe-to-PC adapter, so a direct show mount transmitter is not an absolute requirement.

Thats because there really isn't much in the space. I some some posts over at strobists about companys working on them but at the moment it's the cactus V2 or the PW's.

Calumet has their own brand, and I used them for a while.  They worked quite well.  I only made the switch to PWs because they have become the standard in just about any studio you shoot in.
