Topaz Detail (middle scale slider) gives this.

You could use that as a start and protect hair and features and skin from over sharpening.

Might look into this as well:

I tried Fixel Detailizer 2, and while it can do a nice job of enhancing visibile freckles it doesn't reveal seemingly whole new ones as much. So it's more subtle.

The topaz can be used to reveal things you didn't realize were there. Which may be excessive for freckles. Or not.

I think Topaz Detail looks crude and unnatural when used in any more than subtle amounts. It gives an artificial clumpy look.

Manually with D&B might be the most controlled and "organic" approach.

I made a tutorial about it a while back. It's a bit long but you can navigate by using chapters in the description bellow the video if you are interested in taking a look. smile

What is your suggestion?

It looks to me like some of your choices are:

1) Topaz - reveal freckles she didn't even know she had. Big increase in density.

2) Fixel Detailizer - reveal some new freckles, darken existing ones - sharpen

3) Dodge & Burn - darken the ones you see

There is also

4) Invent new freckles from imagination and add them

I would tend towards Kruno's approach and build it up manually.
A quicker approach might be to copy and paste values from the Blue Channel to a layer in Luminosity mode, then mask the required area and blend in at a low opacity.
(to copy values from a channel to a layer - select the channel>SelectAll>Copy>create a new layer>Paste. It's a long way round, but the only way to do it)
If you want to go the plug in route, alternatives to using Topaz Detail are 1/the new Clarity Slider in Exposure 6 (which lies somewhere between clarity and high radius sharpening)  2/the Clarity controls in Capture One (which are excellent)  3/the Structure controls in Nik software  4/ACR, the clarity control can make things look a bit too black, but used in moderation it can get you there.
There's also the Low Amount, High radius approach with USM.
I'm not against the use of Topaz Detail in moderation, but it does have a recognisable, artificial 'signature' when used more strongly.

This is as far as I dare go with freckles.

I used Color Efex tone and structure, Topaz Detail with masking. Multiply painting in.

There were some texture issues on her right cheek; maybe some blemishes were taken out; different color under her right eye from left; the light under chin maybe from a reflector; I fixed her roots a little; The right eye had more white in the corner than the left. I think that was it. Defined the hair a little.

Not so sure this last edit looks good.  The face now seems a generally different colour and texture to the neck area, making it look even more false.  Needs drastically toning down in my opinion.  There again, some people may like it.
