Ummm, as a female, I'm pretty sure he is wrong. If you're braless, they'll continue to sag, they're not going to perk up because you let them hang. It's kinda genetic and based on size.

Yep! Don't forget gravity. Plus, if they're big... letting them hang is kind of... painful, I would assume. But... do what's most comfortable for them!
