Apparently, nudity in Oregon is quite alright? I can prance around with my naked self and NOT get arrested? I have never lived anywhere other than Southern California, and don't know anyone in Oregon. Someone, clarify this for me, please! I'll give you a cat!

Now, to answer your question seriously, local laws can supersede state laws and some other places (such as parks or federal lands) may be subject to other regulations. I think the main thing is that unlike many places, nudity is not presumed to be indecent exposure, but many other aspects (like in other states) can make it illegal. (Since I'm not a lawyer, I won't go into specifics.) Therefore, there can still be concern about things like disturbing the peace, or arguing/asserting the right to nudity as free speech or something like that. Yes, things seem to be a bit more liberal, but you also need to be smart. It also varies from place to place, I think Eugene is a lot more liberal, but there are some very conservative areas in the state that would likely flip their shit and throw you in jail. As an example, even Oregon is not immune to the "OMG, someone is breastfeeding" paranoia, and taking daily nude walks past the high school or elementary school would likely provoke negative attention.

From what I can gather - it's legal - but, can be problematic in terms of creating a "public nuisance" from the look of it. It may depend on if one received complaint constitutes a "Nuisance" in the eyes of any particular law enforcement that wants to find an excuse to find "offense".

Going beyond nuisance, there are other aspects also, such as if it is considered for the purpose of arousing oneself or others, then it will likely be at risk of being considered indecent exposure, so you could find yourself needing to somehow be able to show your intent is just nudity or artistic. How I would bottom line it, while nudity may be legal, there may be other aspects that can make it illegal under other parts of the law, so caution and a polite attitude is quite wise.

Down these ways there's no such thing as an indecent exposure charge. You can be arrested for disorderly behavior if your nudity offends someone but otherwise it's perfectly legal.
